J&K Chief Secretary Atal Dulloo Orders Departmental Cadre Rationalization and Faster Government Promotions
SRINAGAR, JUNE 18: Chief Secretary Atal Dulloo chaired a high-level meeting of Administrative Secretaries today to review the status of Recruitment Rules (RRs) and accelerate Departmental Promotion Committees (DPCs) for government employees. Emphasizing that modern governance and digital advancements require updated administrative structures, Dulloo called for a comprehensive, department-wise review of both Gazetted and Subordinate Services rules. He highlighted the need to eliminate redundant roles while strengthening critical positions to maximize efficiency and optimize human resource utilization across all government sectors.
To execute this restructuring systematically, the Chief Secretary ordered the creation of a specialized core team led by ARI & Trainings Commissioner Secretary Shabnam Kamili, alongside representatives from the General Administration Department (GAD), Finance Department, and Law Department. This team will analyze manpower requirements over the coming weeks. Dulloo noted that modernized rules are vital for maintaining clear career progression, boosting employee morale, and attracting skilled talent equipped for modern administrative needs. He strictly instructed departments to resolve seniority disputes and legal bottlenecks to ensure eligible employees receive their promotions without delay.
The meeting also addressed future hiring guidelines for Multi-Tasking Staff (MTS). Finance Department Additional Chief Secretary Shailendra Kumar advised all administrative heads to clearly define the specific skills and competencies required for MTS roles in their respective sectors to improve recruitment and deployment. Additionally, GAD Commissioner Secretary M. Raju provided an update on promotions finalized since October 2025, while noting that pending litigations and delayed seniority lists remain the primary hurdles stalling current DPCs.
