J&K Government Launches Centralized Aadhaar Data Vault to Enhance Digital Governance and Welfare Delivery
JAMMU, APRIL 10, 2026— In a landmark move to strengthen digital governance and ensure fiscal prudence, the Government of Jammu and Kashmir has launched a Centralized Aadhaar Data Vault (ADV) aimed at streamlining public service delivery and enhancing the oversight of social security schemes.
Chaired by Chief Secretary Atal Dulloo, a high-level meeting involving senior officials from the Finance and Information departments, along with representatives from NIC, J&K Bank, and SBI, underscored the initiative’s role as a “Single Source of Truth.”
The ADV is integrated with the Civil Registration System and the Birth and Death Portal to function as a secure, specialized Aadhaar Data Vault-as-a-Service (ADVaaS), adhering strictly to UIDAI privacy protocols while enabling real-time, authenticated access to vital records.
The Chief Secretary highlighted that this unified digital infrastructure will be instrumental in plugging leakages and safeguarding public resources by automatically identifying cases where benefits—such as pensions and rations—continue to be drawn after a beneficiary’s passing.
Furthermore, the platform is set to revolutionize insurance claim settlements under PMJJBY and PMSBY , allowing banks to leverage instant death record verification for the timely disbursement of funds to rightful nominees.
By utilizing a “Single Token per Aadhaar” framework, the system facilitates effective de-duplication to prevent fraudulent claims across various departments.
This milestone reform reflects the administration’s commitment to data-driven decision-making, ensuring that welfare benefits reach the intended citizens efficiently and securely.
