Manoj Sinha Chairs Cluster University of Srinagar Council Meeting to Drive Academic Reforms
JAMMU, April 8, 2026** — Lieutenant Governor Manoj Sinha chaired the second meeting of the University Council of the Cluster University of Srinagar at Lok Bhavan today, presiding over a series of strategic decisions aimed at elevating the institution’s academic and administrative standards.
The high-level meeting saw the participation of Mohammad Mobin, Vice Chancellor of Cluster University Srinagar; Umesh Rai, Vice Chancellor of the University of Jammu; K.S. Chandrasekhar, Vice Chancellor of Cluster University Jammu; Shailendra Kumar, Additional Chief Secretary of the Finance Department; and Mandeep K. Bhandari, Principal Secretary to the Lieutenant Governor.
Also in attendance were academic experts Rama Shanker Dubey, former Vice Chancellor of the Central University of Gujarat; P. K. Abdul Aziz, former Vice Chancellor of Aligarh Muslim University; and Syed Wilayat Hussain Rizvi, Registrar of Cluster University Srinagar.
During the session, the University Council granted in-principle approval for several key initiatives, most notably the establishment of the Abdul Ahad Azad Chair and the formal adoption of a postgraduate curriculum framework aligned with the National Education Policy (NEP) 2020 and University Grants Commission (UGC) guidelines.
Manoj Sinha directed the university leadership to implement targeted reforms designed to enhance student welfare and academic excellence. To modernize administrative functions and improve operational efficiency, the Lieutenant Governor mandated the full implementation of e-office systems across the university.
Furthermore, he emphasized the importance of establishing uniform recruitment rules for non-teaching staff across all universities in the Union Territory to ensure transparency and a streamlined hiring process.In addition to administrative upgrades, the Lieutenant Governor highlighted the university’s role in national and social progress.
He called for increased student involvement in the “Viksit Bharat Yuva Connect” and various national integration programs to foster a spirit of unity and contribution. Addressing a critical social issue, Sinha directed the university to intensify awareness campaigns under the Nasha Mukt Bharat Abhiyaan, asserting that educational institutions must lead the charge against drug abuse.
The meeting concluded with a progress report from Mohammad Mobin, while Syed Wilayat Hussain Rizvi presented the agenda items for formal ratification by the Council.
