J&K Chief Secretary Sets Six-Month Deadline for Next-Gen Ease of Doing Business Reforms
JAMMU, JANUARY 19: Chief Secretary Atal Dulloo has finalized a rigorous timeline for the implementation of Phase-II of the Ease of Doing Business (EoDB) program, also known as Deregulation 2.0, across Jammu and Kashmir. Presiding over a high-level meeting of Administrative Secretaries, the Chief Secretary directed all concerned departments to submit detailed action plans by the end of January 2026, with a mandate to complete all structural reforms, including necessary legislative and regulatory amendments, within the next six months.
This second phase represents a strategic shift from the digitization focus of Phase-I toward deep-rooted deregulation, specifically targeting 30 priority reform areas across seven key sectors: Education, Utilities, Land Compliances, Environment, Health, Building & Construction, and high-impact areas like Labour, Fire Services, and Tourism.
By streamlining regulatory frameworks and reducing the compliance burden on MSMEs and startups, the UT administration aims to bolster investor confidence and solidify Jammu and Kashmir’s position as a transparent and business-friendly destination.
