Jammu Migrant Relief: FCS&CA Director and Relief Commissioner Review Progress of Special Ration Scheme

JAMMU JUNE 11,2026— In a major push to streamline welfare benefits for displaced families, Director of Food, Civil Supplies & Consumer Affairs (FCS&CA) Jammu, RK Shavan, and Relief & Rehabilitation Commissioner (M) J&K, Dr. Arvind Karwani, co-chaired a high-level review meeting to monitor the implementation of the Special Relief Ration Scheme for Kashmiri and Jammu migrants. Formulated to integrate migrant ration cards into the national database under Government Order No. 15-JK(FCS&CA) of 2026, the initiative has successfully migrated over 24,000 migrant ration cards into the National Food Security Act (NFSA) database, with the remaining 8,000 cards currently being processed. To protect beneficiaries during this digital transition, the government announced a one-time exception allowing migrants who missed their supplies in April and May to lift three months of free ration covering April, May, and June 2026. Officials from both departments have been directed to proactively reach out to households to resolve technical glitches, complete pending e-KYC formalities at Fair Price Shops before the June 30 deadline, and ensure an uninterrupted food supply moving into July.

The governance reform explicitly guarantees that all existing relief provisions, guidelines, and historical ration scales for both relief and non-relief categories—such as pensioners under the Non-Priority Households (NPHH) classification—remain fully protected and unchanged. To raise widespread awareness and combat misinformation, the administration is launching an extensive Information, Education, and Communication (IEC) campaign across print, electronic, and social media platforms, while mandating that informational banners be clearly displayed at all distribution depots. Beyond food security, the meeting highlighted that integrating these records into the national database is already paying broader dividends, with nearly 1,000 migrant families successfully accessing mainstream social sector schemes, including Old Age, Widow, and Disability pensions, alongside crucial marriage assistance programs.
