JAMMU, February 13, 2026 – Addressing concerns regarding agricultural distress, the Government of Jammu & Kashmir has officially clarified that there is currently no proposal under consideration for the waiver of Kisan Credit Card (KCC) loans.
The statement came in response to a query raised by Dr. Devinder Kumar Manyal, MLA, who sought debt relief for farmers and orchardists following significant damages to the agriculture and horticulture sectors caused by recent floods and frequent blockades of the National Highway.
The Agriculture Production Department informed the Legislative Assembly that while the challenges faced by the farming community are acknowledged, no such financial waiver is being contemplated by the UT administration at this stage.The government further explained that the Kisan Credit Card (KCC) scheme is a flagship initiative of the Government of India (GoI), designed to provide affordable and timely institutional credit for agricultural and allied activities.
As the scheme is implemented through designated banking institutions under central guidelines, the UT government reiterated that any decision regarding a nationwide or regional loan waiver falls strictly within the purview of the Union Government. Highlighting the benefits of the existing system, officials noted that KCC loans already offer concessional interest rates and subvention benefits for prompt repayment.
The administration remains focused on ensuring a steady credit flow and promoting financial inclusion to strengthen the rural economy, rather than pursuing a direct debt write-off.
