LG Manoj Sinha Urges ICLS Officer Trainees to Uphold Transparency and Drive Inclusive Growth for Viksit Bharat
SRINAGAR, AUGUST 04 — Jammu and Kashmir Lieutenant Governor Manoj Sinha interacted with officer trainees of the Indian Corporate Law Service (ICLS) from the 2023 and 2024 batches at Lok Bhavan. Addressing the future administrators, LG Sinha highlighted the crucial role played by the service in reinforcing corporate governance, maintaining institutional credibility, and safeguarding investor confidence as India advances toward its vision of “Viksit Bharat@2047.”
Emphasizing that true economic strength extends beyond production, investment, and trade figures, LG Sinha stated that India’s global economic standing fundamentally rests on transparent governance, respect for the rule of law, and the robustness of its institutions. He noted that in an interconnected global economy, the ICLS functions as a critical administrative mechanism under the Ministry of Corporate Affairs, effectively implementing key legislative frameworks such as the Companies Act and the Insolvency and Bankruptcy Code to ensure a fair and balanced market environment.
LG Sinha stressed that investor trust remains India’s most vital asset as the nation cements its position as a top destination for global capital. He called on the officers to serve as guardians of economic credibility by promoting financial discipline, supporting honest enterprises, and acting swiftly against corporate irregularities. By building a reliable bridge of trust between industry and governance, he noted, the ICLS will play a vital role in ensuring that corporate growth translates directly into inclusive national prosperity.
During the session, the officer trainees—who visited Jammu and Kashmir as part of their Domestic Study Tour alongside Registrar of Companies (J&K) Haamid Bukhari—shared insights from their field exposures. They briefed the Lieutenant Governor on the regulatory and enforcement responsibilities of the Registrar of Companies (ROC) offices. The discussions also covered a landmark legal proceeding in J&K where corporate law mechanisms were recently invoked in a matter involving national security, leading to the takeover of a non-profit company’s assets by the official liquidator. Expressing full confidence in the incoming officers, LG Sinha encouraged them to foster an ethical, transparent corporate ecosystem that will power India’s trajectory as a leading global economy.
