JK Government Accelerates NFSA Integration of Migrant Ration Cards to Ensure Free Food Supplies

JAMMU, May 07, 2026 — Principal Secretary of the Department of Disaster Management, Relief, Rehabilitation, and Reconstruction, Chandraker Bharti, chaired a high-level review meeting today to fast-track the integration of migrant ration cards into the National Food Security Act database.

The meeting revealed that over 19,000 migrant ration cards have already been digitized, with another 8,000 currently being processed. This initiative ends a 35-year period during which migrants were unable to access various social sector schemes due to non-digitized records.

Officials confirmed that the transition is aimed at modernizing beneficiary management while maintaining all existing relief entitlements.To ensure that no family is left behind during this administrative transition, the government has announced that beneficiaries who could not collect their supplies in April will receive two months of free ration during May.

The Food, Civil Supplies, and Consumer Affairs Department assured that all eligible migrants would receive their full entitlement of 11 kg of free food grains per person per month, along with 1 kg of sugar.

The government clarified that the existing norms for inclusion, deletion, and bifurcation of relief category cards remain unchanged, ensuring that the shift to the digitized NFSA system is purely a welfare-oriented reform.

The administration is also taking strict measures against those attempting to disrupt the new system. Instructions have been issued to take legal action against individuals spreading rumors or intimidating beneficiaries.

Simultaneously, Fair Price Shop dealers have been warned of strict penalties if they fail to provide free rations according to the government-approved scale. Principal Secretary Bharti directed officials to maintain a robust counter-disinformation campaign to inform the migrant community that this integration is designed to bring them into the mainstream welfare architecture, providing easier access to pensions, scholarships, and healthcare benefits.In addition to food security, the government is facilitating access to other social welfare programs through special camps.

By integrating with the national database, migrants can now apply for old age pensions, disability assistance, and the Ayushman Bharat health scheme more efficiently. Approximately 600 families have already begun receiving benefits from these social sector schemes following the digitization of their records.

The government reiterated its commitment to completing the integration process quickly, ensuring that transparency and accountability are maintained while protecting the long-standing relief provisions for the Kashmiri and Jammu migrant populations.
