Anantnag Police Secure Landmark Conviction Under Immigration Act as Pahalgam Hotel Manager Penalized for Mandatory Form C Lapse

ANANTNAG AUGUST 05 — In a major regulatory enforcement update, Anantnag Police have secured a historic conviction in a case involving strict compliance with foreign national reporting rules. The Additional Mobile Magistrate Court found Mohan Lal, manager of Hotel Misty Mountain in Movera, guilty of failing to file mandatory documentation for international visitors, marking a significant legal outcome under the newly enacted immigration framework.

The case stems from First Information Report (FIR) No. 18/2026, registered at the Pahalgam Police Station under Sections 8 and 23(b) of the Immigration and Foreigners Act, 2025. Investigations established that Mohan Lal, a resident of Chitna, Baderwah, neglected to upload the mandatory “Form C” regarding two Thai nationals who stayed at the property on December 1 and 2. Form C is an essential statutory requirement designed to track the stay of foreign guests across accommodation facilities in India. Upon evaluating the evidence presented by the prosecution, the court convicted Lal and sentenced him to pay a fine of ₹50,000 along with serving one day of imprisonment.

This ruling stands as the first of its kind in the region, underscoring heightened oversight surrounding registration mandates for hotel operations.
