J&K Dairy Revolution: Government Targets 43 Lakh MT Milk Output by 2030 with Elite US Bull Imports
SAMBA, February 6, 2026 — Minister for Agriculture Production, Javid Ahmad Dar, has declared the dairy sector a primary engine for Jammu and Kashmir’s rural economic transformation, announcing an ambitious roadmap to increase annual milk production from 30 lakh metric tonnes to 43 lakh metric tonnes by 2030.
Speaking during a high-profile visit to the Animal Farm at Bari Brahmana, Samba, the Minister revealed that under the Holistic Agriculture Development Programme (HADP), the Union Territory is transitioning into a mission-mode approach to achieve dairy self-sufficiency and become a net exporter.
In a historic first for the region, the government has imported 35 high-genetic-merit breeding bull calves from the United States—with five more currently in quarantine—to radically upgrade the local bovine population through advanced Artificial Insemination (AI).
These elite bulls, representing the top one percent of global genetic merit, have been distributed between the Hakkal (Jammu) and Ranbirbagh (Kashmir) semen stations. Over their eight-year breeding lifespan, these bulls are projected to produce 1.2 crore semen doses, potentially leading to the birth of 15 lakh high-yielding dairy cows.
This strategic investment is set to double farm incomes, generate large-scale employment, and solidify J&K’s position as a leader in the national dairy landscape, a move that has already garnered significant praise from the Government of India.
