J&K Home Department Reviews CapEx: Mandates GeM Procurement and Zero-Liability Financial Discipline
SRINAGAR, JULY 17, 2026: In a major push toward fiscal transparency and efficiency, the office of the Internal Financial Advisor (IFA), Home Department, Government of Jammu and Kashmir, conducted a comprehensive two-session review meeting with the department’s Drawing & Disbursing Officers (DDOs) today at the Police Headquarters. Initiated by the Additional Director General of Police (Headquarters), J&K Police, and chaired by Shakeel Maqbool, IFA, Home Department, the high-level meeting focused heavily on accelerating Capital Expenditure (CapEx) and ensuring absolute compliance with the General Financial Rules (GFR), 2017.
Addressing the participants, the IFA stressed the critical need for strict budget discipline, directing that all supply orders must be routed through the Government e-Marketplace (GeM) whenever items are available on the portal. To eliminate unauthorized spending, the chair ordered that budgets must invariably be blocked at the time of placing supply orders, firmly stating that no order should be issued without guaranteed budget availability. Furthermore, the IFA mandated that all payments for received supplies be integrated exclusively through the GeM-PFMS platform, scrupulously avoiding the creation of liabilities without proper budgetary provisions.
The meeting saw active involvement from DDOs across various wings, including the Jammu and Kashmir Police, Fire & Emergency Services, Forensic Science Laboratory (FSL), Prisons Department, Prosecution Department, Home Guards, and SDRF. While the IFA directed that all financial sanctions must remain strictly within the designated competence of the sanctioning authority as per the Delegation of Financial Powers, he also listened to the operational challenges raised by the participants. Assuring the officers of full administrative support, the IFA confirmed that his office is actively reviewing areas where delegation enhancements or structural assistance are required to streamline operations.
