J&K Chief Secretary Atal Dulloo Inaugurates ‘CSC Digital Excellence Centres’ to Enhance Grassroots Governance

SRINAGAR, JULY 27 — In a major push toward strengthening citizen-centric governance, Chief Secretary Atal Dulloo e-inaugurated 12 CSC Digital Excellence Centres for e-Governance across Jammu and Kashmir during a comprehensive performance review meeting. Established in districts including Anantnag, Ganderbal, Kupwara, Pulwama, Shopian, Srinagar, Kathua, Jammu, Reasi, Kulgam, Ramban, and Samba, these dedicated hubs aim to boost digital governance, enhance the skills of Village Level Entrepreneurs (VLEs), and facilitate seamless Government-to-Citizen (G2C) service delivery. Similar centres in Baramulla, Budgam, Bandipora, Doda, Kishtwar, Udhampur, and Poonch are scheduled to become fully operational within the next month.

Highlighting the transformative role of over 15,500 active Common Services Centres (CSCs) operating across the Union Territory, Dulloo emphasized leveraging this extensive network as the backbone of rural digital connectivity. He directed key stakeholders—including the Revenue Department, Deputy Commissioners, and CSC SPV—to finalize an operational framework for a digital crop survey target by September to qualify for AgriStack incentives, while also setting an August 15 deadline for completing Farmer ID creations. Additionally, the Chief Secretary instructed that CSCs take on the role of BharatNet Udyamis at the Panchayat level and urged the integration of essential initiatives like the Ayushman Bharat Digital Mission (ABDM), SEHAT, Unified Lending Interface (ULI), DigiLocker, and GST filing to expand public service access beyond the 350 services already provided on the platform.

Earlier in the meeting, Commissioner Secretary IT Saurabh Bhagat and J&K Head CSC SPV Faizan Manzoor briefed attendees on the ecosystem’s progress, highlighting significant transaction volumes in Aadhaar services, AEPS, tele-law, and major welfare enrolments such as PM Kisan, PM Vishwakarma, and e-Shram. The session—attended by ACS Finance, Administrative Secretaries, CEO JaKeGA, and Deputy Commissioners via video conferencing—underscored ongoing efforts to integrate additional utilities, including electricity bill payments and Single Window Systems, to ensure last-mile delivery of government services in even the most remote areas.
