J&K Chief Secretary Evaluates Preliminary PPP Policy Draft to Drive Private Investments in Region

SRINAGAR (July 17, 2026) — Jammu and Kashmir Chief Secretary Atal Dulloo chaired a high-level meeting today to evaluate the preliminary draft of the region’s upcoming Public-Private Partnership (PPP) Policy. Formulated by the Planning, Development & Monitoring Department alongside the Centre for Innovation, Technology and Governance (CITaG), the policy aims to build an enabling ecosystem that accelerates infrastructure development and enhances public service delivery by attracting robust private investment.

Dulloo emphasized the critical need for institutional capacity building, urging systematic training for officials across all levels to ensure the policy can be operationalized efficiently and within strict timelines. Pointing to the World Bank’s dynamic and self-evolving STEP model, the Chief Secretary called for a tailored institutional framework that minimizes procedural hurdles while aligning with the specific administrative structure and developmental priorities of Jammu and Kashmir. He directed the Industries Department to take the lead in refining the policy based on departmental feedback, targeting a finalized, comprehensive document within the next month.

The meeting, which included key administrative secretaries and the Director of IIM-Jammu, also featured a detailed presentation by CITaG outlining a streamlined regulatory framework. The proposed policy seeks to eliminate bureaucratic bottlenecks by accelerating statutory approvals—such as environmental clearances and No Objection Certificates (NOCs)—making J&K a highly predictable and investor-friendly destination. High-potential sectors earmarked for immediate PPP interventions include urban infrastructure, solid waste management, agriculture, food processing, energy, tourism, and healthcare. To ensure these initiatives succeed, CITaG has been directed to establish a robust project pipeline and set up clear multi-sectoral oversight mechanisms to guarantee transparency, accountability, and seamless execution once the policy is officially notified.
