Chief Secretary Reviews MSME Health Clinic Impact: Over 3,900 Units Registered Under RAMP Scheme

Jammu March 31, 2026 — Chief Secretary Atal Dulloo chaired a high-level review meeting on Tuesday to evaluate the progress of the MSME Health Clinic, a strategic initiative launched under the Raising and Accelerating MSME Performance (RAMP) scheme to revitalize sick and stressed industrial units across Jammu and Kashmir.

During the session, the Chief Secretary emphasized a transition toward a more result-oriented approach, directing the Industries & Commerce Department to integrate advanced Artificial Intelligence (AI) tools and chatbot-based support systems to streamline the diagnostic process.

He called for the formation of multidisciplinary teams—comprising professionals from IIM Jammu, the Entrepreneurship Development Institute (EDI), and university interns—to conduct structured virtual and field-based assessments to provide on-the-spot advisory support for struggling enterprises.

The meeting highlighted significant data-driven progress, with Commissioner Secretary Vikramjit Singh reporting that 3,968 MSMEs have registered on the Health Clinic portal to date.

Findings from the initial phases revealed a diverse industrial landscape: of the 1,238 enterprises digitally assessed in the early stages, approximately 80% were found to be stable, while 19.14% (237 units) were identified as stressed.

In the ongoing Phase III, an additional 1,544 units were evaluated, showing a similar trend with 14.83% categorized as stressed. To address these vulnerabilities, the Chief Secretary urged collaboration with J&K Bank to explore innovative financial solutions, including potential loan restructuring, to stabilize units before they reach a critical “sick” status.

To ensure the initiative’s long-term success, the Chief Secretary underscored the need to align the data generated by the Health Clinic with the evolving Industrial Policy of Jammu and Kashmir, allowing for more evidence-based policy incentives.

With 12 districts already covered and in-depth diagnostic studies set to begin for 229 stressed MSMEs, the government aims to transform the MSME Health Clinic into a regional model for industrial resilience, fostering a competitive ecosystem through early intervention and structured revival pathways.
