Secretary Transport Reviews Samba ICC Operations: Mandates Infrastructure Upgrades and Enhanced Transparency
SAMBA March 25, 2026:- Secretary Transport Avny Lavasa conducted a comprehensive inspection of the Inspection and Certification Centre (ICC) in Samba today to evaluate its operational efficiency, infrastructure, and public service standards.
Accompanied by Deputy Commissioner Samba Ayushi Sudan and Transport Commissioner Vishesh Pal Mahajan, the Secretary performed a detailed audit of the building structure and the specialized machinery utilized for vehicle fitness testing.
The visit focused on ensuring that all technical equipment complies with prescribed national standards, aiming to create a seamless and transparent certification process that eliminates manual interference and strengthens public trust in the transport department’s regulatory functions.
During the assessment, Secretary Lavasa placed a strong emphasis on improving the experience for drivers and vehicle owners visiting the facility. She issued immediate directives to officials to upgrade basic public amenities, specifically mandating the provision of functional washrooms and clean drinking water.
To streamline operations and reduce congestion, she further instructed the installation of prominent, separate signage for Light Motor Vehicles (LMV) and Heavy Motor Vehicles (HMV). These measures are designed to facilitate a more organized workflow and ensure that citizens can navigate the fitness testing phases without unnecessary delays or confusion.
The inspection concluded with a firm call for accountability and high standards of service delivery. Secretary Lavasa highlighted that the successful functioning of such automated centers is pivotal to modernizing Jammu and Kashmir’s transport ecosystem and ensuring the roadworthiness of vehicles.
She directed all concerned departments to address identified infrastructural gaps within a strict timeframe and warned against any compromise in the quality of service.
By prioritizing both technological accuracy and public comfort, the department aims to transform the Samba ICC into a model facility for vehicle safety and certification.
