J&K Government Launches Auto Scrutiny Portal and Amends Building Bye-Laws to Enhance Ease of Doing Business

JAMMU, MARCH 10, 2026 — In a landmark move to modernize urban governance, the Jammu and Kashmir government has notified significant amendments to the Unified Building Bye-Laws (UBBL) 2021 under the J&K Development Act and Municipal Act.

These reforms are strategically designed to promote the Ease of Doing Business by rationalizing development controls and fully digitizing the approval process across all Urban Local Bodies and Development Authorities.

Key changes include the simplification of land-use regulations into four primary categories, the introduction of Affordable Group Housing in industrial zones, and the enhancement of the Commercial Floor Area Ratio (FAR) up to 400. To facilitate economic growth in smaller urban areas, the minimum Right of Way (RoW) requirement for specific commercial activities has been reduced from 12 meters to 6 meters.

Furthermore, the amendments integrate environmental compliance through Eco Niwas Samhita norms, offering incentive-based benefits like additional FAR and fast-track approvals for energy-efficient projects.

Digital Transformation through Auto-DCR Technology:-

Central to this reform is the launch of the Auto Scrutiny Based Building Permission and CLU portal, accessible at https://obps.jk.gov.in.

Utilizing advanced Auto-DCR technology, the portal provides a rule-based, time-bound system that automatically scrutinizes building plans against Master and Zonal Plans.

This digital shift eliminates subjectivity by generating instant compliance reports and identifying deviations with complete transparency. The integration of Change of Land Use (CLU) with building permissions has drastically reduced processing timelines from 90 days to just 30 days.

Additionally, the system empowers registered architects and engineers through self-certification for low-risk buildings, allowing for auto-approvals.

With features like online fee calculation, real-time application tracking, and a digital record repository, the J&K government is transitioning toward a more transparent, sustainable, and citizen-centric urban development model.
