J&K Launches MSME Health Clinic: Chief Secretary Atal Dulloo Announces Digital Scanning and Early Intervention for 5.5 Lakh Enterprises

JAMMU, J&K | March 02, 2026 — In a landmark developmental intervention for the industrial sector, Chief Secretary Atal Dulloo chaired a high-level review of the MSME Health Clinic, an innovative initiative designed to provide “the right advice at the right time” to local businesses.

Developed by the Industries & Commerce Department in collaboration with IIM Jammu under the RAMP scheme, the program aims to digitally assess the operational and financial health of nearly 5.5 lakh enterprises across the Union Territory.

Dulloo emphasized a structured, data-driven approach where MSMEs undergo preliminary digital screening through a comprehensive analytical tool developed with BISAG-N. Stressed or “sick” units will receive a tiered support system starting with tele-consultation, followed by expert personal interactions, and ending with customized on-ground interventions and field visits by subject specialists to ensure long-term resilience.

The digital framework of the Health Clinic is already reaching significant milestones, having integrated key APIs from J&K Bank, the Power Development Department, and Udyam to analyze financial patterns and utility trends. Commissioner Secretary Vikramjit Singh revealed that while 2,050 units are currently registered, the government targets the assessment of 12,000 units by April 2026.

Data from the pilot phases has already identified 87 stressed and three sick units across 20 districts, uncovering critical needs for credit restructuring, supply chain stabilization, and technology upgrades. Director of IIM Jammu, B.S. Sahay, proposed scaling the mission by leveraging the academic strength of 800 IIM students for field research.

Chief Secretary Dulloo concluded by assuring that funding would not be a constraint for this “early-warning system,” reiterating that the MSME sector is the backbone of J&K’s economy and deserves sustained institutional commitment.
