Deputy CM Surinder Choudhary Orders GPS Tracking and E-Challan Mandate to Crush Illegal Mining in J&K
JAMMU, February 27, 2026 — In a decisive move to protect natural resources and streamline revenue collection, Deputy Chief Minister Surinder Choudhary has announced a stringent new enforcement framework aimed at eliminating illegal mining across Jammu and Kashmir. Chairing a high-level review meeting attended by Additional Chief Secretary Ashwani Kumar and various district heads, the Deputy Chief Minister mandated the immediate implementation of the “One Parchi, One Load” rule, ensuring that every vehicle transporting minerals is backed by a single, valid e-challan to prevent ticket duplication and theft.
Furthermore, the government has made GPS tracking devices mandatory for all vehicles involved in mining operations, with clear instructions to seize any transport found operating without functional units.
Highlighting a zero-tolerance policy, Choudhary granted a “free hand” to the District Level Task Forces, led by Deputy Commissioners and Senior Superintendents of Police, to act decisively against violators and complicit officials without fear of external pressure.
The new directives also include a total ban on illegal night mining, strict adherence to approved excavation depths, and the suspension of Mineral Dealer Licenses (MDLs) for units with pending power dues.
By integrating the Integrated Mines Management System (IMSS) and adopting best practices from other states, the administration aims to fortify the region’s regulatory landscape and ensure that mining activities contribute transparently to the Union Territory’s development.
