JAMMU, JANUARY 15, 2026: In a major push to address the growing urban housing crisis, the Chief Secretary of Jammu & Kashmir today chaired a high-level review meeting, directing the J&K Housing Board (JKHB), JDA, and SDA to accelerate the development of residential colonies. Citing the rapid shrinkage of urban land and soaring property prices, the Chief Secretary emphasized that the government must intervene to keep home ownership accessible for middle- and lower-income groups.
To achieve this, the administration is pivoting toward Public-Private Partnerships (PPP), Self-Financing Schemes (SFS), and vertical, high-density development. These strategies aim to optimize land use while integrating modern amenities and “Net-Zero” sustainability standards in line with India’s COP-26 climate commitments.
The meeting highlighted several flagship projects currently in progress across the Union Territory. In Jammu, the JDA Heights Phase-II at Lower Roop Nagar is nearing completion with 75% physical progress, while the Srinagar Development Authority (SDA) is advancing the massive Satellite Township at Rakhi Gund Aksha, spread over 2,950 kanals.
Additionally, new land parcels have been identified for PPP-based development in locations such as Birpur (Samba), Padgampora (Pulwama), and Chowadi (Jammu). Commissioner Secretary Mandeep Kaur and various agency heads reaffirmed their commitment to creating inclusive, climate-resilient urban spaces that prevent unplanned sprawl and provide quality living standards for all sections of society.
