Chief Secretary Atal Dulloo reviews land records digitization and modernization in Jammu and Kashmir

SRINAGAR, May 26, 2026 — Chief Secretary Atal Dulloo chaired a comprehensive review meeting today to assess the progress of the ongoing digitization and modernization of land records across Jammu and Kashmir. The meeting focused on establishing an accurate, transparent, and technology-driven revenue administration.

Financial Commissioner Shaleen Kabra, the Secretary of Revenue, divisional commissioners, and other senior officials attended the session, while all deputy commissioners participated via video conferencing.

The Chief Secretary emphasized that updated land records are critical for the effective implementation of welfare schemes and for facilitating quick access to institutional credit through integration with the Unified Lending Interface and AgriStack initiatives.

To accelerate the validation process, the Chief Secretary directed tehsildars to certify that no backlog mutations remain pending and called for the freezing of Jamabandis by administrative officers in the coming days to ensure reliable data is available to the public. The administration will also designate Prabhari Officers to handhold districts in correcting and validating records.

Furthermore, the Chief Secretary instructed the immediate implementation of AgriStack components following digitization, which includes transitioning fully toward digital crop surveys and establishing an identity-linked verification system for authenticated farmer databases.

To safeguard data integrity, the Financial Commissioner was directed to trace the chain of custody for any missing revenue records and initiate strict legal action against officials responsible for tampering.The Revenue Department has achieved significant milestones, bringing all 20 districts and 206 tehsils under the digitization program. Over 68 lakh records have been approved and digitized, and nearly 95 percent of the backlog mutations target has been met with more than 6.47 lakh entries completed.

Additionally, out of more than 14.49 lakh grievances received via the J&K Zameen Sudhar Portal, over 14.27 lakh non-judicial issues have been successfully resolved. Progress was also reported in the generation of Unique Land Parcel Identification Numbers, with over 25 lakh numbers generated so far, alongside large-scale drone surveys and GIS-based mapping under the SVAMITVA scheme to distribute property cards to rural beneficiaries in a phased manner.
