Strengthening India’s Defence Architecture: Raksha Mantri Rajnath Singh Calls for Deepening Civil-Military Integration at 85th AFHQ Civilian Services Day
NEW DELHI, INDIA — AUGUST 03, 2026: Addressing the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day in New Delhi, Union Defence Minister Rajnath Singh underscored the critical necessity of fostering seamless civil-military integration to build a future-ready defense ecosystem capable of tackling modern, technology-driven security challenges. Emphasizing the unified operational philosophy of ‘Nation First,’ the Defence Minister highlighted that administrative expertise and operational command must converge to create institutional strength. With military officers providing strategic warfare experience and civilian administrative cadres ensuring policy continuity, financial governance, and institutional memory, structured synergy between both wings will streamline government decision-making, optimize resource allocation, and enhance overall national defense management.
Urging the AFHQ Civilian Services cadre to evolve into the “strategic brain” of India’s defense administration, Rajnath Singh stressed that civilian cadres must transcend traditional administrative oversight and proactively contribute through strategic research, geopolitical analysis, and technology-driven solutions. Highlighting domains such as defense-specific cyber tool development and military historical research from administrative perspectives, he urged officials to innovate continuously in an era dominated by dynamic technological warfare. Demonstrating a commitment to administrative modernization, the event featured the launch of several digital governance portals by the JS & CAO office—including the Internet-Based Accommodation Management System (IBAMS)—the rollout of a Revised Vision & Mission Statement, and the release of the 34th edition of the internal publication Samvad, marking a decisive step toward a fully integrated, technologically advanced defense support structure.
