Election Commission of India announces phase 3 special intensive revision of electoral rolls
New Delhi, May 14, 2026 :- The Election Commission of India has officially directed the commencement of Phase 3 of the Special Intensive Revision of electoral rolls across 16 states and 3 union territories.
This initiative is strategically aligned with the ongoing house-listing phase of the Census to ensure administrative efficiency. With this rollout, the revision process will have covered the entire country, excluding Jammu and Kashmir, Himachal Pradesh, and Ladakh.
The schedule for these specific regions will be determined later, following the completion of their Census Phase 2 and an assessment of weather conditions in snow-bound areas.
During this third phase, a massive logistical operation will see over 3.94 lakh Booth Level Officers conducting door-to-door visits to reach approximately 36.73 crore electors.
These officers will be supported by 3.42 lakh Booth Level Agents appointed by various political parties to maintain transparency throughout the enumeration. The Election Commission has emphasized the importance of this participative exercise, urging all political parties to appoint agents for every polling booth to ensure the process remains inclusive and credible.
This phase follows the successful implementation of the first two stages, which spanned 13 states and union territories. Those initial phases involved nearly 59 crore electors and saw the participation of over 6.3 lakh Booth Level Officers and 9.2 lakh Booth Level Agents.
The current schedule detailed in indicates that preparation and training will begin as early as May 20, 2026, for several states, with final electoral rolls expected to be published between September and December 2026 depending on the region.
