<p class="wp-block-paragraph">LEH, August 09, 2026 — Lieutenant Governor Vinai Kumar Saxena attended the Changthang Nomadic Festival 2026 at Tso Moriri in Ladakh, an event that drew over 10,000 visitors to the region. </p>



<p class="wp-block-paragraph">During the celebration, the administration took a major step toward supporting the local pastoral community by directly disbursing Rs 1.10 crore in incentives to more than 1,200 nomadic Pashmina herders. This financial assistance stems from a decision made on July 5 to provide a 25 percent production-based incentive aimed at strengthening traditional livestock farming and boosting rural livelihoods.</p>



<p class="wp-block-paragraph">The financial incentive scheme has already yielded strong results, driving raw Pashmina collection up to 19 metric tonnes this year compared to 16 metric tonnes collected in 2025.</p>



<p class="wp-block-paragraph"> To further support local herders and ensure timely payments for their produce, the administration provided a revolving fund of Rs 8 crore to the All Changthang Pashmina Growers Marketing Cooperative Society. Addressing the growers, the Lieutenant Governor urged them to adopt scientific breeding and management techniques to increase the average raw Pashmina yield from 200 grams to 350 grams per goat, while setting a target to double the goat population from two lakh to four lakh over the next three years. </p>



<p class="wp-block-paragraph">Emphasizing that Ladakhi Pashmina represents a timeless heritage, regional leadership reaffirmed its commitment to aligning with central economic initiatives to maximize financial returns for the nomadic communities preserving this traditional craft.</p>

<p class="wp-block-paragraph"><strong>LEH, AUGUST 09, 2026:</strong> In a stern measure aimed at crippling the financial backbone of illegal narcotics distribution in the region, Leh Police have seized movable assets valued at ₹2,00,000 linked to a habitual drug peddler under the stringent provisions of Section 68F of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.</p>



<p class="wp-block-paragraph">The action targets Kundan Sah, son of Ban Bari Sah, a native of Mahadha village in the Banka district of Bihar, who is currently residing in Chuchot Yokma, Leh. Investigating officials established that Sah accumulated the seized assets using proceeds generated directly from illicit drug trafficking across the district.</p>



<p class="wp-block-paragraph">Sah&#8217;s involvement in regional drug networks has been recorded in multiple police cases. In 2025, Leh Police registered FIR No. 162/2025 under Sections 8 and 20 of the NDPS Act following the recovery of 960 grams of ganja directly from his possession. Early in 2026, a second case (FIR No. 01/2026) was lodged at Khaltsi Police Station after authorities intercepted an associate attempting to deliver 955 grams of ganja to Sah.</p>



<p class="wp-block-paragraph">Following a thorough financial inquiry into his illicit earnings, law enforcement personnel identified and seized two motorcycles along with six street-vending carts (golgappa carts) utilized in his commercial operations. Section 68F empowers police authorities to freeze or attach assets acquired through illegal drug trade, preventing offenders from enjoying or liquidating crime proceeds.</p>



<p class="wp-block-paragraph">District Police Leh reiterated their firm resolve to dismantle drug smuggling networks operating in the high-altitude region. Emphasizing a zero-tolerance policy, law enforcement officials urged residents to actively support police initiatives aimed at eradicating drug abuse and creating a completely drug-free Ladakh.</p>

This impressive seven-month tally has nearly matched the entire tourist volume recorded across all twelve months of 2025, which stood at 3.35 lakh. The sharp upward trend reflects a growing global and domestic desire to experience the pristine Himalayan terrain, backed by strategic regional development and aggressive policy enhancements.</p>



<p class="wp-block-paragraph">A major driver behind this record-setting momentum is the extraordinary footfall observed during the peak summer months. June and July delivered back-to-back milestones, with visitor numbers crossing the one-lakh mark in each individual month—1.07 lakh arrivals in June followed closely by 1.05 lakh in July. <p class="wp-block-paragraph">To prevent further destruction and secure major transit corridors, Vinai Kumar Saxena directed participating agencies to execute immediate safety audits across identified high-risk stretches, particularly along the Leh-Kargil National Highway and the high-altitude Khardung La pass. He stressed the deployment of advanced engineering solutions, including rock bolting, flexible ring nets, soil nailing, and real-time smart detection systems, to actively mitigate landslide occurrences and protect vulnerable terrain.</p>

The decision was formally approved during the maiden Governing Body meeting of the newly established Snow Leopard &amp; High-Altitude Nature (SHAN) Conservation Society. Under this pioneering project, guided Jeep safaris will be introduced across well-known snow leopard and birdwatching trails spanning Hemis National Park, Changthang and Karakoram wildlife sanctuaries, as well as ecological landscapes like Drass, Nubra, and Sham.</p>



<p class="wp-block-paragraph">The initiative primary aims to address critical environmental challenges by curbing unauthorized off-roading and minimizing human disturbance to fragile mountain habitats, all while delivering an enhanced experience for global visitors. Emphasizing a community-driven model, the government plans to train local youth as specialized wildlife guides, empower women artisans, and launch comprehensive plastic-free campaigns to ensure residents become equal financial and operational stakeholders in preserving Ladakh’s rich, vulnerable ecosystem.</p>

<p class="wp-block-paragraph">Ladakh August 06 :- Empowering Women Inspiring Ladakh.The 1st Ladakh Women&#8217;s Football Premier League 2026 organised by the Indian Army in coordination with the Ladakh Football Association under Op SADBHAVANA, concluded on 06 Aug 2026 at Spituk Football Stadium, Leh, marking a significant step towards promoting women&#8217;s football in Ladakh.Ladakh Football School &amp; Academy (LFSA) emerged as Champions, while United Football Club (United FC) finished as Runners-up.</p>



<p class="wp-block-paragraph"> Lt Gen Madanraj Pandey, GOC, Fire And FuryCorps, graced the Closing Ceremony and felicitated the winners. Aditi Chauhan, former goalkeeper of the Indian Women&#8217;s National Football Team, was also present on the occasion.The six-day tournament brought together eight women&#8217;s teams from across Ladakh, fostering youth engagement, sporting excellence and the spirit of One Dream One Team One Ladakh.</p>

He highlighted that UT status has ushered in an era of inclusive development across multiple sectors, including infrastructure, education, healthcare, energy, agriculture, water security, employment, skill development, digital governance, and tourism.</p>

<p class="wp-block-paragraph">Leh, August 2: Lieutenant Governor Vinai Kumar Saxena has decentralized the land-use regulatory framework in Ladakh to speed up developmental works and promote citizen-centric governance. Under the new guidelines, powers to approve land-use changes outside municipal committee areas have been delegated to senior administrative officials. </p>



<p class="wp-block-paragraph">The Divisional Commissioner can now approve land-use plan changes for plots measuring between two and four kanals, while the Chief Secretary is authorized to grant approvals for land measuring above four kanals and up to two acres. </p>



<p class="wp-block-paragraph">Approvals for land-use changes on areas exceeding two acres will continue to rest with the Lieutenant Governor, who was previously the sole authority for all such matters.The move aligns with Prime Minister Narendra Modi&#8217;s vision of reducing regulatory hurdles to promote ease of living and ease of doing business across the Union Territory. </p>



<p class="wp-block-paragraph">The decision addresses long-standing delays faced by developmental proposals and building permission applications due to the absence of notified Master Plans and Zonal Development Plans in Ladakh. The new interim framework allows rural residents to construct homes, open commercial establishments, and start small-scale industries without facing procedural delays.</p>



<p class="wp-block-paragraph"> Lieutenant Governor Saxena stated that the measure aims to make governance simpler, transparent, and people-centric until formal planning instruments are officially notified. The Revenue Department has been directed to issue detailed operational guidelines to enforce the new system.</p>

<p class="wp-block-paragraph"> While the farmers shared details about modern agricultural techniques used to maximize crop yields, they also highlighted major challenges including low market prices, inadequate processing facilities, and limited market access for high-value organic produce such as apricots, sea buckthorn, peas, lettuce, and broccoli.</p>



<p class="wp-block-paragraph">To resolve these issues, the Lieutenant Governor directed the agriculture department to implement immediate measures, starting with the formation of a joint team of farmers and aggregators to explore new markets for competitive pricing. </p>



<p class="wp-block-paragraph">Additionally, twenty progressive farmers—ten each from Leh and Kargil—will be sent to Kurukshetra in Haryana for advanced training in scientific organic farming so they can train others upon return. The administration will also prepare a comprehensive action plan to strengthen storage and value-addition infrastructure while promoting floriculture as a sustainable livelihood opportunity to boost farmer incomes and build a resilient agricultural economy in Ladakh.</p>

<p class="wp-block-paragraph"><strong>LEH, July 28</strong> — Lieutenant Governor Ladakh Vinai Kumar Saxena announced that the Ministry of Home Affairs (MHA) has accepted recommendations to grant interim ad-hoc promotions to eligible Group &#8216;B&#8217; Gazetted Administrative Service officers in Ladakh. </p>



<p class="wp-block-paragraph">Aimed at mitigating critical administrative manpower shortages while the ministry formulates a permanent promotion framework, the decision is expected to significantly enhance local governance efficiency and public service delivery across the Union Territory.</p>



<p class="wp-block-paragraph"> Expressing gratitude to Home Minister Amit Shah for his continuous support in strengthening the region&#8217;s institutional capacity, the Lieutenant Governor directed the Chief Secretary to initiate the promotion process immediately, reaffirming the administration&#8217;s commitment to employee empowerment and operational excellence.</p>

<p class="wp-block-paragraph"><strong>LEH, July 28</strong> — Chief Secretary of the Union Territory of Ladakh Ashish Kundra conducted a comprehensive field inspection of Solid Resource Management Centres (SRMCs) across Solar Colony, Thiksay, Kharu, and Chuchot Yokma to evaluate operational efficiency, waste processing, and scientific disposal mechanisms. </p>



<p class="wp-block-paragraph">Directing officials to ensure prompt clearance of accumulated waste and maintain rigorous hygienic conditions at every site, he stressed strict compliance with Solid Waste Management Rules alongside better inter-departmental coordination and regular monitoring. Interacting with local sanitation staff to commend their efforts, Kundra highlighted that effective waste segregation at the source requires sustained public awareness and citizen participation to drive environmental sustainability.</p>



<p class="wp-block-paragraph"> The inspection was attended by senior administrators, including Ladakh Pollution Control Committee Member Secretary Mandeep Mittal, Leh Deputy Commissioner Romil Singh Donk, Special OSD Moses Kunzang, Municipal Committee Executive Officer Stanzin Rabgais, Chucoat BDO Ghulam Mohd, and representatives from LREDA and the Rural Development Department.</p>

<p class="wp-block-paragraph">KARGIL, July 26 — Ladakh Lieutenant Governor Vinai Kumar Saxena inaugurated a modern Automated Driving Testing Centre at Kurbathang in Kargil. The ceremony took place alongside Kargil Chief Executive Councillor Dr Jaffer Akhoon and Ladakh Member of Parliament Mohd Haneefa Jan.</p>



<p class="wp-block-paragraph">The new facility brings the UT Ladakh Transport Department in line with national standards by using a computerized, sensor-based evaluation system for issuing driving licenses. By removing human intervention, the automated process ensures complete transparency, strengthens road safety, and delivers faster, citizen-friendly services to residents across the region.</p>



<p class="wp-block-paragraph"> During the event, Saxena urged citizens to view obtaining a license as a essential duty toward road safety rather than just a legal obligation.</p>
