J&K Welfare Schemes: Chief Secretary Atal Dulloo Orders 100% Beneficiary Saturation Across Departments

SRINAGAR, JUNE 09: In a major push toward comprehensive welfare delivery, Jammu and Kashmir Chief Secretary Atal Dulloo today directed administrative secretaries to achieve 100% saturation of all individual beneficiary-oriented schemes across the Union Territory. Chairing a high-level review meeting in Srinagar, Dulloo emphasized that the administration must bridge the gap between identified targets and actual coverage by proactively enrolling every eligible individual and household in a time-bound manner. He warned that leaving deserving citizens uncovered would amount to a disservice to the public, calling for concrete grassroots action plans, mass awareness campaigns, and periodic departmental reviews with measurable targets to ensure systematic and efficient delivery.

The massive welfare framework currently covers 66 distinct beneficiary-oriented schemes spanning 18 different departments, all designed to elevate the socio-economic well-being of J&K residents. Providing a detailed presentation, Commissioner Secretary of the Planning, Development and Monitoring Department, R. Alice Vaz, outlined how these initiatives deliver direct aid via cash transfers, food security, housing, healthcare, education, and livelihood promotion. The Social Welfare Department leads the implementation with 21 schemes, followed by eight under Health, and seven each across the Agriculture Production, Rural Development, and School Education departments, with the remaining initiatives managed by various other administrative wings.

During the session, the Chief Secretary strictly reviewed several high-impact flagship programs driving regional development. Among the critical initiatives evaluated were the Agriculture Department’s PM-KISAN, Pradhan Mantri Fasal Bima Yojana (PMFBY), and the Sub-Mission on Agricultural Mechanization (SMAM); the National Livestock Mission; the Horticulture Department’s PMFME scheme; and the One Nation One Ration Card initiative. Additionally, key rural and livelihood programs like PMAY-Gramin, Himayat, PM Surya Ghar Yojana, and PM Vishwakarma were scrutinized alongside vital pension and scholarship drives. Concluding the meeting, Dulloo reiterated that aggressive public outreach and rigid monitoring remain the absolute keys to ensuring no eligible citizen in Jammu and Kashmir is left behind.
