I4C and RBIH Partner to Combat Mule Accounts and Cyber Fraud Using AI
NEW DELHI, MAY 12, 2026 — The Indian Cyber Crime Coordination Centre (I4C), under the Ministry of Home Affairs, has signed a landmark Memorandum of Understanding (MoU) with the Reserve Bank Innovation Hub (RBIH) to escalate the fight against cyber-enabled financial crimes. This strategic partnership focuses on integrating Artificial Intelligence to identify and dismantle mule account networks, which have become a significant bottleneck in curbing digital financial fraud. Union Home Minister and Minister of Cooperation Amit Shah emphasized that the initiative is a core component of the government’s mission to ensure a “Cyber Secure Bharat,” describing the collaboration as a next-generation shield for citizens against evolving digital threats.
The agreement facilitates a robust framework for sharing fraud-risk intelligence and operational coordination between the two entities. Specifically, the I4C will provide data from its Suspect Registry to feed into AI-driven detection systems. These datasets will be utilized by the RBIH to train and refine advanced fraud-risk assessment models, such as MuleHunter.ai™, which is currently implemented across various banking institutions. By leveraging these high-tech tools, the move aims to swiftly detect and cull hidden mule accounts that facilitate the movement of illicit funds across the digital payment ecosystem.
The MoU was formalized by Roopa M, IG (Admin), I4C, and Sahil Kinni, CEO, RBIH, in the presence of senior officials including Rohit Jain, Deputy Governor of the RBI, and Anand Swaroop, Special Secretary (IS), MHA. This collaboration unites the I4C’s extensive reporting and intelligence infrastructure, such as the National Cybercrime Reporting Portal (NCRP), with the RBIH’s technological innovation. By strengthening the safety and resilience of digital banking, the initiative seeks to bolster public trust in India’s rapidly expanding digital economy through proactive fraud prevention and enhanced analytical support.
