Bhopal January 20,2026 :- The Directorate of Enforcement (ED), Bhopal Zonal Office, has intensified its crackdown on corruption by filing a Prosecution Complaint (PC) against Shailendra Pasari, the former Senior Manager (Civil) of Northern Coalfields Limited (NCL).
The complaint was submitted on January 9, 2026, before the Special PMLA Court in Jabalpur under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. This legal move follows a detailed investigation into illicit financial activities, with the court already issuing a notice for a pre-cognizance hearing against the accused.Investigation Roots and CBI Findings.
The ED’s money laundering probe originated from two FIRs registered by the CBI, ACB, Jabalpur back in 2018. The first instance involved Pasari being caught red-handed while demanding and accepting a bribe of ₹10,000 to clear pending escalation bills at the NCL Jayant Project in Singrauli.
Subsequent raids by the CBI at his residence, office, and bank lockers led to the recovery of unaccounted cash totaling ₹72,97,200. Further investigation revealed a massive case of disproportionate assets, with Pasari and his family allegedly possessing wealth valued at ₹1.30 crore—exceeding his known sources of income by a staggering 124.12% during the check period of 2014 to 2018.
Confiscation of Proceeds of Crime:-According to the official press release, the ED has quantified the Proceeds of Crime (PoC) at ₹1,30,94,155. This total includes the cash seized by the CBI and additional assets worth over ₹57 lakh, which were provisionally attached in March 2025. The Adjudicating Authority under the PMLA in New Delhi confirmed these attachments in August 2025.
The ED is now seeking the final confiscation of these properties and the seized cash, arguing that Pasari knowingly used multiple family-held bank accounts to “layer” and “integrate” illicit funds, attempting to project them as untainted assets. Consequently, a clear case of money laundering under Section 3, punishable under Section 4 of the PMLA, has been established against him.
