DLSA Udhampur Holds 3rd Under Trial Review Committee Meeting 2026 to Expedite Justice
UDHAMPUR, JULY 15, 2026 — In a significant step toward ensuring the protection of legal safeguards and accelerating the delivery of justice, the District Legal Services Authority (DLSA) Udhampur convened its third Under Trial Review Committee (UTRC) meeting of the year today. Held at the Conference Hall within the District Court Complex, Udhampur, the high-level meeting was conducted under the direct guidance of DLSA Udhampur Chairman Kalpana Revo (who also serves as the Principal District and Sessions Judge) and under the active supervision of DLSA Udhampur Secretary Sumati Sharma (Sub Judge). The primary objective of the session was to meticulously evaluate the cases of various under-trial prisoners currently housed in the district, ensuring that no individual is subjected to unnecessary or unlawful detention.
Adhering strictly to the guidelines laid down by the Supreme Court of India and the Standard Operating Procedures (SOPs) formulated by the National Legal Services Authority (NALSA), the committee conducted a comprehensive case-by-case review. Special focus was directed toward identifying prisoners who lack proper legal representation, as well as those who have already spent a substantial duration of their potential sentence in custody. Following this detailed assessment, the committee recommended the release of eligible under-trial prisoners. To facilitate this, directions were issued to file formal bail applications before the appropriate courts, ensuring that the beneficial provisions of the law directly reach the intended beneficiaries.
To maintain this momentum and guarantee sustained oversight, the committee resolved to establish a robust monitoring mechanism. This includes holding regular follow-up meetings, maintaining a dynamically updated, consolidated data sheet to track the progress of every under-trial prisoner’s case, and preparing detailed quarterly progress reports.
The crucial meeting saw active participation from key administrative, judicial, and law enforcement heads of the district. Among the prominent attendees were Deputy Commissioner Udhampur Minga Sherpa, Senior Superintendent of Police Udhampur Amritpal Singh, DLSA Udhampur Secretary Sumati Sharma, District Jail Udhampur Superintendent Mohd Irfan Khan, and Chief Legal Aid Defence Counsel Udhampur Pawan Gupta, all of whom reiterated their commitment to upholding human rights and systemic judicial reforms.
