ARTO Ramban Disqualifies Driving Licences of Three Individuals Over Illegal Activities

RAMBAN, DECEMBER 27: Taking a stern stance against the misuse of motor vehicles for criminal purposes, the Assistant Regional Transport Officer (ARTO) Ramban has disqualified the driving licences of three individuals involved in illegal activities, including bovine smuggling.

The official orders identify the disqualified licence holders as Mohammad Akram, son of Mohd Rafiq Khan from Banihal; Mohammad Yasir, son of Mohd Younis from Ramban; and Imtiaz Ahmed, son of Mohammad Yaqoob from Chanderkote.

Their licences have been suspended for a period of three months with immediate effect following the registration of criminal cases by the Police Department regarding the unlawful transportation of animals—an offense noted for its potential to disrupt public order.The disciplinary action was executed under Section 19 of the Motor Vehicles Act, 1988, in conjunction with Rule 21 of the Central Motor Vehicles Rules, 1991. Before finalizing the disqualification, the Licensing Authority adhered to the principles of natural justice by serving show-cause notices to the accused. However, the ARTO found the explanations provided by the individuals to be unsatisfactory.

This move aligns with mandates from the Supreme Court of India and the Supreme Court Committee on Road Safety, which advocate for rigorous penalties against those who use vehicles to facilitate criminal acts.This latest enforcement brings the total number of driving licences suspended or disqualified in Ramban district to 58 for the year 2025. Additionally, the department has issued show-cause notices to 15 other licence holders for various traffic and legal violations.

The ARTO Ramban reiterated that the Transport Department remains committed to upholding road safety and ensuring that vehicles are not utilized for unlawful activities that threaten the harmony of the region.
