J&K IT Secretary Reviews SAKOON 2.0: Strategic Shift to Ensure Secure and Transparent Disaster Relief
JAMMU 26 December:- In a significant move toward digitizing disaster management, Dr. Piyush Singla, Secretary of the Information Technology Department, chaired a high-level review meeting at the Civil Secretariat to oversee the implementation of SAKOON 2.0. Emphasizing a “secure, transparent, and time-bound” relief mechanism, Dr. Singla directed that the application be hosted on the State Data Centre (SDC) to bolster data security and system reliability.
The platform is designed as a comprehensive digital governance tool that utilizes role-based workflows, automated notifications, and multi-level escalations to streamline the reporting and resolution of disaster-related incidents across the Union Territory.
To enhance grassroots efficiency, the meeting resolved to integrate C2G (Citizen-to-Government) features, allowing residents to report grievances and interact with authorities directly. Recognizing the administrative workload, Dr. Singla approved a bulk upload functionality at the Tehsildar level to clear backlogs and expedite data entry. Furthermore, the updated platform now includes specific categories for Glacial Lake Outburst Floods (GLOF), lightning, and boat capsizing, ensuring that specialized relief is delivered faster to victims of these specific disasters.
The Secretary concluded by mandating strict adherence to timelines and mapping the specific monitoring roles of ADDCs and ADCs within the system. By enforcing accountability and inter-departmental coordination, SAKOON 2.0 aims to revolutionize online incident management in Jammu & Kashmir.
The meeting saw participation from key officials, including Special Secretary Dr. Ravi Shanker Sharma and representatives from the NIC and IT Cell, all focused on making disaster relief more accessible and efficient for the public.
