DM Jammu Mandates Strict ID Verification and Police Clearance for Courier Services

JAMMU, Jan 3: In a decisive move to block the transportation of narcotics through commercial logistics, District Magistrate Jammu, Rakesh Minhas, has issued a stringent advisory under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and the NDPS Act.

The order explicitly prohibits all courier companies, parcel services, and logistics operators from transporting any psychotropic substances without valid permits under the NDPS Rules 1985 and the Drugs and Cosmetic Act 1940. To ensure accountability, all agencies are now legally required to strictly verify the credentials of both consignors and consignees using government-issued identity proofs and must maintain exhaustive digital and physical records of every shipment, including detailed payment transaction logs.

The directive further mandates that all logistics personnel—including delivery staff, loaders, and booking clerks—must undergo mandatory local police verification. Companies are required to maintain an updated register of verified employees and provide specialized training to staff on identifying and reporting suspicious packages.

DM Minhas warned that any violation of these orders will lead to severe legal consequences, including the cancellation of business licenses, seizure of consignments, and criminal prosecution of owners and directors under the Bharatiya Nyaya Sanhita (BNS).

This ex-parte order, effective immediately for a period of eight weeks, empowers the SSP Jammu to conduct surprise inspections and take strict action against defaulters to ensure a drug-free logistics network in the district.
