Jammu and Kashmir Chief Secretary reviews HADP and KCC credit schemes to boost rural economy

SRINAGAR, June 5, 2026:- Chief Secretary Atal Dulloo chaired a comprehensive review meeting of the Agriculture Production Department to evaluate the implementation and performance of vital agricultural credit schemes across the districts of Jammu and Kashmir.

The high-level meeting was attended by Additional Chief Secretary Ashish Chandra Verma, the Managing Director of HADP, and the Directors of Agriculture, Animal Husbandry, Horticulture, and Fisheries from both the Jammu and Kashmir divisions, while District Commissioners joined the deliberations via video conferencing.

Reviewing the district-wise execution of various credit-linked initiatives, the Chief Secretary emphasized that accessible and affordable credit is the most effective tool to unlock the vast potential of the agriculture and allied sectors, urging district administrations and banking institutions to drive these schemes with greater ambition to maximize benefits for eligible farmers and agri-entrepreneurs.

Focusing heavily on the Kisan Credit Card scheme, the Chief Secretary stressed the urgent need for absolute saturation of coverage, timely renewal of existing accounts, and the prompt disbursement of repayment incentives. To ensure seamless financial integration, he directed departments and banks to launch extensive awareness campaigns and accelerate onboarding under the Unified Lending Interface in areas where land records are fully digitized, ensuring these records are updated alongside the ongoing generation of unique Farmer IDs.

Furthermore, noting the role of Farmer Producer Organisations in strengthening rural economies, the leader called for systematic capacity building and designated mentors to help these organizations meet strict banking credit norms. Financial data presented at the meeting revealed that Jammu and Kashmir currently has around 11.57 lakh active KCC account holders, with 7.99 lakh beneficiaries issued smart cards, and a 41 percent coverage achievement under the Pradhan Mantri Fasal Bima Yojana during the Kharif season.

The meeting also thoroughly evaluated the progress of major flagship initiatives, including the Agriculture Infrastructure Fund, under which loans worth 680 crore rupees have been sanctioned and 431 crore rupees disbursed to 392 beneficiaries. For the Holistic Agriculture Development Programme Credit, loans totaling 302.78 crore rupees have been sanctioned, with 172.69 crore rupees disbursed up to May 2026, while the PM Formalisation of Micro Food Processing Enterprises scheme recorded 545 processed cases involving a disbursement of 22 crore rupees during 2024-25.

Additionally, the National Livestock Mission has seen 27 cases approved by the Central Executive Committee involving financial assistance of 12.23 crore rupees, and FPO financing has successfully disbursed 425 crore rupees among 54 organizations. Regarding the PM-KISAN scheme, which currently supports 9.16 lakh active beneficiaries in the Union Territory, authorities noted that land seeding is largely complete and remaining documentation pendencies are being cleared on priority.

To sustain this momentum, officials announced that the upcoming Khet Bachao Abhiyan will be utilized as a widespread platform to reach every single village and educate farmers on leveraging these diverse credit facilities.
