J&K Chief Minister Omar Abdullah Assures Enhanced Relief and Long-Term Flood Mitigation in Rajouri Review

RAJOURI, AUGUST 06, 2026 — Jammu and Kashmir Chief Minister Omar Abdullah conducted a comprehensive high-level review of the relief, restoration, and rehabilitation efforts currently underway following the destructive flash floods that recently struck the Rajouri district. During the meeting, Abdullah directed the district administration and line departments to accelerate ongoing restoration activities, strengthen support systems for impacted families, and implement robust, long-term disaster mitigation strategies to protect vulnerable zones from future natural calamities. Addressing the gathering, the Chief Minister pointed out that natural disasters like cloudbursts and sudden flash floods have grown increasingly frequent across Jammu and Kashmir in recent years. He acknowledged that although the Meteorological Department routinely issues accurate rainfall forecasts and timely public warnings, pinpointing the precise location of a localized cloudburst remains a complex challenge that limits area-specific advance preparation.

Commending the District Administration of Rajouri for its proactive response, Omar Abdullah praised local officials for deploying pre-positioned machinery and personnel to high-risk zones early on, a move that significantly minimized potential loss of life. He also commended the rapid rescue, relief, and evacuation drives executed immediately after the disaster struck. However, addressing the long-term reality faced by victims, the Chief Minister emphasized that the standard relief assistance currently provided falls far short of covering actual reconstruction and rehabilitation costs. To address this gap, he assured that the Jammu and Kashmir Government will step in to enhance overall relief amounts and offer complete rehabilitation packages, prioritizing families whose homes were completely destroyed and those left entirely landless.

Taking concrete action toward long-term housing security, Abdullah instructed Deputy Commissioner Rajouri Abhishek Sharma to immediately locate suitable government-owned land so that families who lost both their residential houses and agricultural lands can be allotted five marlas of land each for permanent resettlement. Furthermore, he ordered the local administration to urgently supply special free rations to these worst-hit households to ensure immediate food security. Moving on to essential services and utility restoration, the Chief Minister highlighted that the critical 33 KV power transmission line connecting Rajouri and Poonch had suffered severe damage during the deluge, cutting off local electricity. While acknowledging the Power Development Department for installing temporary fixes, he mandated that permanent repair works on the power grid must be finalized at the earliest possible timeline.

Turning his attention to public utility systems, Abdullah tasked the Public Health Engineering Department with submitting detailed plans to install hand pumps wherever feasible, ensuring a steady and reliable drinking water supply across impacted rural pockets. On the subject of transport infrastructure, the Chief Minister stressed that road networks in steep and mountainous terrains require specialized, disaster-resilient civil engineering. He noted that infrastructure designs tailored for flat plains fail when applied to vulnerable hills, directing the Public Works Department to formulate fresh recommendations for building safer mountain roads. Additionally, Abdullah directed officials to frame a detailed proposal for establishing a new Mini Secretariat in Rajouri, suggesting that government office spaces vacated after the centralization of administrative units could be monetized to generate public revenue.

Concluding the review session, Chief Minister Omar Abdullah issued a strict directive regarding local urban planning, warning that rivers routinely reclaim their natural courses during extreme flood events. Consequently, strict prohibitions will be enforced against any future construction along vulnerable riverbanks. He also promised sympathetic evaluation of other key civil demands, including the setup of an alternate bus stand and wider Jal Shakti utility restorations.
