J&K Chief Secretary reviews urban development infrastructure projects for Urban Challenge Fund

SRINAGAR, Jul 7: Chief Secretary Atal Dulloo chaired a Housing and Urban Development Department meeting to review the identification and shortlisting of urban infrastructure projects under the central government Urban Challenge Fund.

The meeting focused on strategies to position Jammu and Kashmir effectively to leverage this funding mechanism for sustainable urban development and regional economic growth. Dulloo directed the concerned departments to ensure all shortlisted projects align with national guidelines and are backed by robust feasibility studies, sustainable financing models, and clear implementation strategies.

The Chief Secretary stressed that the selected projects should address immediate infrastructure needs while creating long-term economic opportunities, strengthening urban resilience, and improving quality of life. He also emphasized the necessity of coordinated efforts with the Ministry of Housing and Urban Affairs to facilitate timely appraisals.

He urged all stakeholders to expedite detailed project reports and complete formalities to maximize the benefits of the funding program.During the session, Commissioner Secretary Mandeep Kaur explained that the Urban Challenge Fund represents a paradigm shift in urban financing by encouraging revenue-generating infrastructure through central assistance, market financing, and state contributions.

Following initial discussions with the federal ministry, Jammu and Kashmir has shortlisted four major urban development projects with a combined estimated cost of 1,990.37 crore rupees. This includes a proposed central assistance of 495.86 crore rupees, a regional government share of 486.12 crore rupees, and 1,008.38 crore rupees to be mobilized through market financing.

Municipal Commissioners shared details of the four shortlisted projects during the review. The first involves the Walled City and Nigeen Lakefront Revitalization, which aims to conserve heritage assets and enhance tourism infrastructure. The second project is TARANG, the Tawi Area Regeneration and Green Growth Project, focusing on the comprehensive regeneration of the Tawi riverfront.

The third proposal is the Lidder Riverfront Development, designed to promote planned urban growth in Anantnag. The final project is KRIPA, which focuses on Katra Revitalisation through Integrated Pilgrimage Amenities to upgrade civic infrastructure and mobility for pilgrims visiting the holy town.

Concluding the meeting, Dulloo maintained that the successful execution of these projects will significantly enhance public services, boost tourism, and attract private investment.
