UP ATS Arrests Two Terror Suspects Working for Pakistani Gangsters and ISI

Noida, April 24, 2026 — The Uttar Pradesh Anti-Terrorism Squad (ATS) has arrested two individuals accused of working under the instructions of Pakistani gangsters and the ISI to conduct terror activities in India.

The press note, issued by the UP ATS, identifies the arrested suspects as 20-year-old Tushar Chauhan (alias Hizbullah Ali Khan), a resident of Meerut, and 20-year-old Sameer Khan, a resident of Delhi. The duo was apprehended in Noida following intelligence reports that they were being radicalized and recruited via social media platforms like Instagram by Pakistani handlers to form sleeper cells and carry out targeted killings.

According to the official statement, the investigation revealed that the suspects were in direct contact with Pakistani gangsters Shahzad Bhatti and Abid Jat. These handlers, reportedly working at the behest of the ISI and radical Pakistani YouTubers, lured the young men with financial incentives to create internal instability in India.

Tushar Chauhan confessed during initial interrogation that he became radicalized through social media, eventually adopting the name Hizbullah and communicating with handlers via encrypted calls and Voice over IP.

He was allegedly tasked with conducting reconnaissance of sensitive locations and throwing grenades at specific targets in exchange for a promised payment of 300,000 rupees and a facilitated escape to Pakistan via Dubai.The second suspect, Sameer Khan, was reportedly assigned the task of writing “TTH” (Tehrik-e-Taliban Hindustan) on walls and recruiting more youth into the network.

The UP ATS recovered a .32 bore pistol, five live cartridges, a knife, and two mobile phones from the suspects’ possession. Following their arrest, a case has been registered under several sections of the Bharatiya Nyaya Sanhita (BNS) 2023, the Arms Act 1959, and the Unlawful Activities (Prevention) Act 1967.

The ATS is currently seeking police custody remand from the court to further investigate the network and identify other associates involved in this cross-border conspiracy.
