Digital Revolution in J&K: Atal Dulloo Fast-Tracks AI-Driven Governance and BISAG-N Tech Initiatives
JAMMU, April 09, 2026: Chief Secretary Atal Dulloo chaired a high-level meeting today to accelerate the digital transformation of Jammu and Kashmir, reviewing a massive suite of e-governance projects powered by the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N).
The session, attended by Secretary IT Piyush Singla, Special DG BISAG-N Vinay Thakur, and various Administrative Secretaries, focused on deploying cutting-edge tools such as an AI-based GST fraud detection system and an end-to-end energy tracking system for power discoms.
Dulloo emphasized that these platforms must be outcome-driven, directing the Home Department to roll out its new AI search engine designed to assist investigators in drafting charge sheets for narcotics cases.
The Chief Secretary also pushed for the integration of the Single Window for Recruitment Rules with e-Office and the digitization of Departmental Promotion Committees to eliminate bureaucratic delays.
The review covered an extensive range of citizen-centric applications, including the PMAY-Urban 2.0 survey for housing beneficiaries, the “JK Samadhan” grievance portal, and advanced agricultural tools like the Daksh Kisan Mobile App.
In the tourism sector, officials highlighted an AI-enabled chatbot supported by BISAG-N’s GPU infrastructure to enhance traveler engagement. Significant milestones were also noted in the Revenue Department’s legacy Jamabandi digitization and the Health Department’s JK Sehat app.
Closing the meeting, Dulloo urged seamless inter-departmental coordination and the appointment of dedicated nodal officers to ensure these digital assets—ranging from Anganwadi tracking to industrial asset mapping—maximize transparency and accountability across the Union Territory.
