Chief Secretary pushes for execution of 3000 crore disaster reconstruction projects in Jammu and Kashmir

SRINAGAR, June 19, 2026 — Chief Secretary Atal Dulloo chaired a high-level review meeting today to assess the progress of infrastructure restoration and reconstruction projects worth 3,000 crore rupees across Jammu and Kashmir. The meeting focused on works identified under the Disaster Component of the Special Assistance to States for Capital Investment and the Post-Disaster Needs Assessment recovery package sanctioned by the Ministry of Home Affairs following the severe floods and landslides of 2025.

Attended by top officials including the Additional Chief Secretary of Finance Shailendra Kumar and the Additional Chief Secretary of PWD, the session aimed at streamlining the identification, approval, and execution of these vital public assets.During the review, the Chief Secretary directed all departments to significantly expedite the execution of restoration works to ensure funds are utilized within the prescribed timelines. He emphasized strict adherence to the sunset provisions of the funding schemes and ordered the immediate finalization of all pending permanent restoration projects proposed under the framework.

To prevent duplication of expenditure, Atal Dulloo instructed departments to submit clear certificates confirming that none of these projects receive funding from any other scheme or source, making it clear that no financial claims will be processed without this verification. Furthermore, the Public Works, Power Development, and Housing and Urban Development departments were asked to submit additional infrastructure projects for consideration under the 2026-27 window.

Providing a detailed financial overview, Additional Chief Secretary Finance Shailendra Kumar stated that Jammu and Kashmir received an allocation of 1,431 crore rupees under the disaster component of the capital investment scheme. Based on high-level recommendations, the highest allocation of 860 crore rupees was earmarked for the Public Works Department, followed by 315 crore rupees for the Jal Shakti Department, 173 crore rupees for the Power Development Department, 51 crore rupees for the Agriculture Production Department, and 32 crore rupees for the Youth Services and Sports Department. Additionally, the Ministry of Home Affairs approved 1,579.09 crore rupees for recovery and reconstruction activities based on the disaster needs report, with the central share standing at 1,421.12 crore rupees and the Union Territory contributing 157.91 crore rupees.

The approved financial assistance spans critical sectors including housing, education, health, roads, drinking water supply, and environmental restoration, with the largest share targeting heavily damaged roads, buildings, and power systems. The meeting concluded with the information that following reconciliation to eliminate overlapping works, project proposals worth nearly 1,196 crore rupees have been finalized under the capital investment scheme, and work plans exceeding 1,025 crore rupees are already uploaded on the BEAMS platform.

Reiterating the administration’s commitment to resilient reconstruction, the Chief Secretary emphasized that these initiatives must not only rebuild what was lost but also permanently strengthen public infrastructure against future natural calamities.
