Srinagar Land Fraud: EOW Kashmir Files Chargesheet Against Three Accused in Khushipora Case

SRINAGAR, June 01,2026 — The Economic Offences Wing (EOW) Kashmir, a specialized unit of the Crime Branch Jammu & Kashmir, has officially filed a comprehensive chargesheet before the Court of Chief Judicial Magistrate Srinagar against three individuals implicated in a multi-victim land fraud scheme.

Filed under FIR No. 03/2024, the chargesheet invokes several severe provisions of the Ranbir Penal Code (RPC), including Sections 420 (cheating), 468 (forgery for purpose of cheating), 167 (public servant framing an incorrect document), and 120-B (criminal conspiracy).

The legal action follows a detailed investigation into the illegal, overlapping sales of a specific parcel of land located in the Khushipora area of HMT Srinagar, where multiple unsuspecting buyers were defrauded through separate, lookalike registered sale deeds for the exact same property.

According to the Crime Branch’s extensive investigation, the primary accused, identified as Mehraj-ud-Din Khanday and Shabir Ahmad Khanday—both sons of Ghulam Ahmad Khanday and residents of Khushipora Abanshah, Srinagar—conspired with the then-serving local revenue official, or Patwari (who has since passed away), to execute the scam.

By exploiting fabricated, altered, and heavily manipulated official revenue records provided by the corrupt insider, the suspects successfully deceived multiple independent buyers into purchasing the same land plot, resulting in substantial unlawful financial gains for themselves.

Following the culmination of the evidence-gathering process, authorities finalized the criminal case and presented it to the judiciary for trial. In light of this property scam, the general public is strongly urged to exercise extreme caution during real estate transactions.

Senior Superintendent of Police (SSP) EOW Srinagar, Abdul Waheed Shah, has advised citizens to report suspicious financial activities directly to the Crime Branch J&K or submit formal complaints via the official department email at sspeow-kmr@jkpolice.gov.in.
