Jammu and Kashmir land records digitization progress reviewed for AgriStack integration

SRINAGAR, May 29, 2026:- Chief Secretary Atal Dulloo chaired a high-level review meeting to assess the progress of digitization and modernization of land records across Jammu and Kashmir, stressing the need for accurate, transparent, and technology-driven revenue administration to strengthen governance and improve delivery of public services. The meeting was attended by Financial Commissioner Revenue Shaleen Kabra, the Secretary Revenue, Divisional Commissioners, Commissioner Survey and Land Records, the Inspector General Registration, the State Informatics Officer, and other senior officers, while Deputy Commissioners from all districts joined through video conferencing.

During the meeting, the Chief Secretary highlighted the importance of updated and reliable land records for effective implementation of welfare programmes and easier access to institutional credit for farmers through integration with AgriStack and the Unified Lending Interface. He observed that digitized land records would play a major role in improving governance, enhancing transparency, and enabling seamless public access to services.

He directed the concerned Tehsildars to ensure that no backlog mutations remain pending in their jurisdictions and asked them to complete the freezing of Jamabandis in coordination with Sub-Divisional Magistrates and Deputy Commissioners so that authenticated digital records can be made available in the public domain.To speed up rectification and updation of records, the Chief Secretary instructed the Revenue Department to designate Prabhari Officers in consultation with the Financial Commissioner Revenue.

These officers will assist districts in timely correction and validation of records. Emphasizing the need for a structured roadmap for implementation of AgriStack, Atal Dulloo directed that the exercise be initiated immediately after completion of digitization in identified areas and linked with the Reserve Bank of India’s Unified Lending Interface to facilitate easier access to credit for farmers. He also asked the Settlement Commissioner to lead capacity-building programmes for field staff and ensure time-bound completion of the process.

The Chief Secretary further stressed the importance of transitioning towards digital crop surveys during the upcoming agricultural seasons to support implementation of AgriStack. He directed the Revenue Department to establish a mechanism for tracing the custody trail of missing Mussavis and revenue records and initiate action wherever necessary in accordance with rules.

Commending the Revenue Department for the progress achieved so far, the Chief Secretary called for sustained efforts to complete all components of the digitization programme within the prescribed timelines and assured support in addressing genuine issues faced by field officials.Speaking during the meeting, Financial Commissioner Revenue Shaleen Kabra asked Deputy Commissioners to carry out rectification of records strictly under the provisions of Section 32 of the Land Revenue Act.

He said timely corrections at the district level would help reduce grievances and improve the overall accuracy of land records. Earlier, the Secretary Revenue gave a detailed presentation on various components of the digitization programme, including the functioning of the Jammu and Kashmir Zameen Sudhar Portal, digitization of backlog mutations, cadastral maps, generation of Unique Land Parcel Identification Numbers, Digital Crop Survey, BhuNaksha integration, and issuance of property cards under the SVAMITVA scheme.

The meeting was informed that all 20 districts and 206 tehsils have been covered under the digitization programme and more than 68 lakh records have been approved and digitized so far. Regarding grievance redressal, officials informed the meeting that over 14.49 lakh grievances had been received, out of which more than 14.27 lakh non-quasi judicial grievances have already been resolved. The Chief Secretary was also informed that nearly 95 percent of backlog mutation targets have been achieved, with over 6.47 lakh backlog mutations completed so far.The meeting reviewed progress under the Jammu and Kashmir Zameen Sudhar Portal aimed at modernization of land records and improving public access to revenue services and grievance redressal.

On digitization and geo-referencing of cadastral maps, officials said scanned maps are being shared with BISAG for geo-referencing while ground verification and updation of maps are being carried out simultaneously for accurate mapping and satellite integration.

The meeting was informed that more than 25 lakh Unique Land Parcel Identification Numbers have been generated so far across thousands of villages in Jammu and Kashmir between March and May 2026.The Chief Secretary also reviewed the implementation of the Farmer Registry and Digital Crop Survey initiatives under AgriStack and stressed the importance of identity-linked verification and field-level validation to maintain data accuracy and reliability.

While reviewing progress under the SVAMITVA scheme, officials informed the meeting that drone surveys and GIS-based mapping of rural abadi areas have been conducted on a large scale and property cards are being distributed to beneficiaries in phases.

The Chief Secretary directed all Deputy Commissioners to personally monitor freezing of Jamabandis, disposal of grievances, verification of digitized records, and completion of pending targets within the stipulated timelines while maintaining high standards of data accuracy and ensuring smooth integration of all digital land governance platforms for efficient public service delivery.
