Chief Secretary Sets Outcome-Driven Agenda for ‘100-Day Nasha Mukt J&K’ Campaign
JAMMU, APRIL 15, 2026 — Chief Secretary Atal Dulloo today chaired a high-level meeting to operationalize the “100-Day Nasha Mukt J&K” campaign, a strategic initiative aimed at transforming the fight against drug abuse into a widespread mass movement across the Union Territory.
Emphasizing the need for a result-oriented approach, the Chief Secretary directed Administrative Secretaries, District Mentors, and Deputy Commissioners to ensure the campaign penetrates every household, Panchayat, and urban ward.
He mandated that all departments develop specific action plans to be executed over the three-month period, focusing on measurable outcomes such as the number of individuals counseled, treated, and rehabilitated, as well as the stringency of actions taken against drug traffickers.
To maintain transparency and track progress in real-time, the government is utilizing the “Nasha Mukt J&K” portal, where districts are required to upload data regarding outreach and enforcement activities.
The strategy integrates the efforts of the Health, Social Welfare, and Home Departments to intensify law enforcement while simultaneously strengthening community support systems.
Key measures include the promotion of the Tele-MANAS helpline, its integration with the 112 emergency response number, and a comprehensive audit of Drug De-Addiction Centres to ensure they meet standard protocols.
By mobilizing youth icons, educational institutions, and local representatives, the administration aims to create a robust social barrier against narcotics while ensuring that drug recovery and enforcement data are systematically recorded and showcased.
