SRINAGAR, JULY 23 — In a major push toward digital governance, Jammu and Kashmir Chief Secretary Atal Dulloo chaired a meeting with the Housing & Urban Development Department (H&UDD) to review the adoption of Chandigarh’s online Property Management System (PMS). Developed by the National Informatics Centre (NIC) Chandigarh, the software is being customized by NIC J&K to digitize the management of government housing colonies across the Union Territory. The initiative aims to provide transparent, efficient, and hassle-free online services to allottees while minimizing the need for physical visits to government offices. Senior officials, including Commissioner Secretary H&UDD Mandeep Kaur and municipal commissioners from Jammu and Srinagar, attended the meeting alongside virtual representatives from NIC Chandigarh.
Emphasizing the importance of leveraging technology for public service delivery, Chief Secretary Dulloo directed all implementing agencies to ensure a time-bound rollout through close inter-departmental coordination. He stressed that data accuracy, thorough customisation, security audits, and comprehensive staff training must be completed before launching the portal for public use. Highlighting the system’s end-to-end digital capabilities, H&UDD Commissioner Secretary Mandeep Kaur and NIC Chandigarh presented a live demonstration of the portal’s operational workflow, showing how applications will be processed seamlessly from submission to final disposal.
The upcoming portal will cover key end-to-end services, including the transfer of ownership based on registered deeds, transfer of lease rights, issuance of No Objection Certificates (NOCs), grant of permission to mortgage properties, and issuance of No Dues Certificates. According to Vice Chairman JDA Rupesh Kumar, the system incorporates advanced features such as an integrated electronic payment gateway, automated fee calculation, digital signatures for approvals, real-time application tracking, MIS dashboards, and automated SMS alerts at every processing stage.
Customisation of the platform to meet J&K’s specific regulatory requirements is currently underway, with a dedicated team of NIC J&K officers already deployed for implementation. Under the project roadmap, stakeholder feedback gathered during ongoing trial runs will be integrated within a month, followed by security compliance audits and the phased uploading of property records before the formal public launch.
