SRINAGAR, JULY 27: Chief Secretary Atal Dulloo chaired a comprehensive review meeting to assess the implementation of the Ayushman Bharat Digital Mission (ABDM) across Jammu and Kashmir, focusing on grassroots digital health adoption and the creation of universal digital health records.
Addressing key officials—including Commissioner Secretary M. Raju, Mission Director NHM, MD ABDM Ananth Dwivedi, and district health authorities—Dulloo emphasized that the ultimate measure of the mission’s success is providing every citizen with a secure, complete, and interoperable digital health record. He instructed the department to align the creation of ABHA IDs with the total number of Ayushman Bharat Golden Cards issued in the Union Territory, while expediting the deployment of the Hospital Management Information System (HMIS) across all public healthcare facilities.
During the meeting, officials highlighted that J&K has emerged as a top national performer under ABDM, recently earning a National Award from the National Health Authority for achieving the highest health record linking per lakh population among medium-sized states and UTs. MD ABDM Ananth Dwivedi reported that over 1.12 crore ABHA IDs have been generated—covering nearly 83 percent of the estimated population—alongside 1.34 crore Scan & Share tokens. Furthermore, public healthcare facilities, doctors, and nurses have achieved 100 percent registration on the Health Facility Registry (HFR) and Health Professional Registry (HPR).
To broaden digital healthcare accessibility, Dulloo called for greater public uptake of services offered through the JK Sehat App, such as tele-consultation, online appointments, home healthcare, and doorstep medicine delivery. The application, which currently serves over 15.5 lakh registered users, will also be upgraded into a learning platform by integrating academic content, medical courses, and digital libraries for undergraduate and postgraduate medical students.
Looking forward, the Chief Secretary directed district authorities and Chief Medical Officers to launch targeted drives to achieve 100 percent ABHA saturation and ensure seamless onboarding of remaining hospitals onto the Next Generation HMIS platform within two weeks.
