India and Vietnam Expand Science and Technology Cooperation Through High Level Bilateral Talks
NEW DELHI, May 07, 2026 — Jitendra Singh, Union Minister of State for Science and Technology, held bilateral discussions today with Vu Hai Quan, Minister of Science and Technology of Vietnam, to strengthen the partnership between the two nations in emerging technologies.
Meeting in New Delhi, the leaders agreed to deepen collaboration across several critical sectors, including Artificial Intelligence, cybersecurity, semiconductors, and biotechnology. The dialogue focused on advancing innovation-led research and enhancing institutional mechanisms to support a more robust exchange of scientific knowledge and resources.
During the session, Jitendra Singh highlighted the long-standing civilizational ties between India and Vietnam, noting that the Comprehensive Strategic Partnership has gained significant momentum over the past decade.
He emphasized that Vietnam is a vital partner in India’s Act East Policy and Indo-Pacific vision. The Minister proposed a stronger engagement between the startup ecosystems of both countries, suggesting that increased cooperation among entrepreneurs and young researchers could unlock new opportunities in deep-tech and digital innovation.
The discussions also reviewed the successful participation of Vietnamese researchers in the India-ASEAN Research and Training Fellowship programme. Currently, several joint projects are underway, involving innovators and women scientists from both nations.
To ensure the continuity of these efforts, both sides discussed the preparations for the upcoming India-Vietnam Joint Committee Meeting. Vu Hai Quan expressed Vietnam’s specific interest in developing structured collaborations in deep technologies that offer practical societal benefits and proposed the appointment of dedicated nodal points to coordinate an actionable roadmap.
Both delegations exchanged views on cybersecurity frameworks and technology transfer initiatives, with India expressing readiness to share its best practices in building innovation ecosystems. The meeting concluded with a mutual commitment to explore startup exchange programmes and co-innovation centers.
By maintaining regular engagement, India and Vietnam aim to translate these high-level dialogues into concrete initiatives that deliver technological and economic benefits for their respective populations.
