SIA Kashmir Files Charge Sheet Against Ten Accused in Doctors Terror Module Case

SRINAGAR, April 16, 2026:-The State Investigation Agency (SIA) Kashmir today filed a comprehensive charge sheet against ten individuals involved in a clandestine terrorist conspiracy known as the Doctors Terror Module.

The case stems from an incident in October 2025, where threatening posters were circulated in the Nowgam area under the name of the proscribed outfit Jaish-e-Mohammad to spread public fear.

A meticulous investigation revealed that this campaign was part of a larger plan to revive the banned group Ansar Ghazwat-ul-Hind (AGuH).

The module, which included highly educated professionals such as medical doctors, allegedly used institutional spaces and digital platforms to radicalize recruits and conduct experiments with high-intensity explosives like Triacetone Triperoxide (TATP).

The investigation established that the group deliberately used the name of Jaish-e-Mohammad to mislead security agencies while secretly building the operational capacity of AGuH.

Significant recoveries of explosive precursors and digital evidence were made from various locations, including facilities linked to Al-Falah Medical College.

Among the ten individuals named in the charge sheet are Arif Nisar Dar, Yasir Ul Ashraf Bhat, Maqsood Ahmad Dar, Irfan Ahmad Wagay, Zameer Ahmad Ahanger, Tufail Ahmad Bhat, and four medical professionals: Dr. Muzamil Shakeel Ganaie, Dr. Adeel Ahmad Rather, Dr. Shaheen Saeed, and Dr. Umar Un Nabi, the latter of whom was killed in a suicide attack at the Red Fort.

The SIA stated that the dismantling of this network prevents a potentially catastrophic threat to national security, emphasizing its commitment to neutralizing sophisticated terror ecosystems that misuse professional status for unlawful activities.
