Vinai Kumar Saxena Sworn In as 4th Lieutenant Governor of Ladakh; Prioritizes Tourism and Environmental Protection

LEH, March 13, 2026: In a high-profile ceremony held at the Arya Nagarjuna Auditorium in Choglamsar, Vinai Kumar Saxena officially took the oath of office as the 4th Lieutenant Governor of the Union Territory of Ladakh.

The oath of office and secrecy was administered by the Chief Justice of the High Court of Jammu & Kashmir and Ladakh, Arun Palli, following the reading of the warrant of appointment by Chief Secretary Ashish Kundra.

Saxena, who succeeds Kavinder Gupta, was subsequently accorded a ceremonial Guard of Honour by the Ladakh Police. Addressing the gathering, the new Lieutenant Governor expressed his commitment to fulfilling the aspirations of the region, describing Ladakh as the “crown of India” and pledging a governance model rooted in direct public engagement and sustainable progress.

A central theme of Saxena’s inaugural address was the strategic development of Ladakh’s unique landscape. He identified tourism development and environmental protection as his top priorities, aiming to transform the region into one of the world’s premier destinations while safeguarding its fragile ecosystem.

His roadmap includes extensive village visits to solve local issues firsthand, alongside large-scale afforestation drives and the modernization of urban infrastructure, such as sewage treatment and sanitation.

Drawing on his three decades of experience—most recently as the Lieutenant Governor of Delhi where he was recognized for urban forest restoration and civic reforms—Saxena assured the people of Ladakh that his administration would work in close coordination with all stakeholders to build a progressive and well-developed Union Territory.

The swearing-in ceremony saw a wide assembly of dignitaries, including Member of Parliament Mohmad Haneefa Jan, CEC LAHDC Kargil Mohd Jaffer Akhoon, and GOC 14 Corps Lt Gen Hitesh Bhalla, along with religious leaders and civil society representatives.

The event concluded with a vibrant cultural performance showcasing Ladakh’s rich heritage. Saxena reiterated that his tenure would focus on ensuring that the welfare initiatives entrusted to him by the central leadership reach every citizen, promising an accessible administration that values the cooperation of the local community in its journey toward modernization.
