Revolutionizing Disaster Recovery: Manoj Sinha Launches ₹32 Crore Zero-Cost Housing Project for Reasi Flood Victims
JAMMU, DECEMBER 27 – In a landmark shift toward private-sector-led disaster rehabilitation, Lieutenant Governor Manoj Sinha laid the foundation stone today for the construction of 320 modern houses in Reasi District, specifically designed for families displaced by recent devastating flash floods and landslides. This ambitious ₹32 crore project is being fully financed and executed by the High-range Rural Development Society (HRDS-India), marking what the Lieutenant Governor described as a “new revolution” in rural development where critical infrastructure is built without drawing from the government exchequer. These “Smart Houses” are not merely temporary shelters; they are prefabricated, three-bedroom resilient structures engineered to withstand environmental challenges, complete with dedicated cowsheds to ensure the restoration of rural livelihoods for the affected families.
The partnership with HRDS-India extends far beyond physical construction, introducing a holistic social security model that is unprecedented in the region. Beneficiary families will receive a comprehensive support package including 15 years of free life insurance, annual health check-ups, and a five-year maintenance contract for their new homes. Manoj Sinha emphasized that this initiative embodies a “people-first” approach, transforming the traditional concept of relief into a foundation for long-term personal growth and quality living. This project follows the successful foundation laying of 1,869 houses across eight other districts, including Rajouri and Poonch, highlighting a systematic effort to create a resilient safety net for those living in disaster-prone and border areas of Jammu and Kashmir.
In addition to the housing milestone, the Lieutenant Governor detailed a massive infrastructure and spiritual tourism roadmap for the Reasi region. He announced that the long-awaited underground sewerage system for Katra and a comprehensive Master Plan for the town are nearing final approval. Furthermore, the Shri Mata Vaishno Devi Shrine Board is spearheading projects worth over ₹60 crore, including the construction of the Shankaracharya Temple and new helipads at Katra and Shiv Khori to enhance the pilgrimage experience. With increased insurance cover for pilgrims and multi-crore investments in local self-help groups and Vedic education, the administration is integrating social welfare with economic dynamism to ensure that no family—whether affected by natural calamity or economic hardship—is left behind in the Union Territory’s developmental journey.
