Poonch January 01, 2026:-In a major crackdown on trans-border terror networks, the Jammu & Kashmir Police have attached the immovable property of a high-profile Pakistan-based terror handler and launch commander, Rafiq Nai (alias Sultan).
The action was taken under the stringent provisions of the Unlawful Activities (Prevention) Act (UAPA) in connection with FIR No. 194/2024 at the Gursai Police Station. The attached assets consist of agricultural land measuring 04 Marlas and 02 Sarsai located in Village Nar, Nakka Majhari area of Mendhar Tehsil. Currently operating from Pakistan, Rafiq Nai is the designated launching commander for banned outfits, including Tahreek-ul-Mujahideen and the Jammu Kashmir Ghaznavi Force.
Rafiq Nai, a resident of Poonch who fled to Pakistan, has been identified as a “Designated Individual Terrorist” involved in orchestrating narcotics and weapons smuggling, facilitating the infiltration of trained militants, and attempting to revive terror activities in the Rajouri-Poonch sector.
He is a wanted fugitive in at least nine major criminal cases dating back to 2003, including multiple counts of murder, conspiracy, and violations of the Explosive Substances Act. The attachment procedure was executed by a joint team from the Mendhar Police and the Revenue Department following formal approval from competent authorities.
The market value of the seized land is estimated to be approximately ₹10 lakh.This decisive administrative move is part of a larger, sustained strategy by security agencies to dismantle the financial and logistical support infrastructure of anti-national elements. By targeting the properties of handlers based across the Line of Control, the police aim to choke the resources available to those attempting to disturb regional peace.
Poonch District Police reaffirmed their unwavering commitment to safeguarding national sovereignty and warned that similar legal measures will continue against any individuals providing support to or engaging in terrorism.
