Srinagar, Aug 8: The Jammu and Kashmir Government has reinstated Deputy Superintendent of Police (DySP) Adil Mushtaq into service after a departmental inquiry cleared him of all charges.
The Home Department issued Government Order No. 410-Home of 2025, stating that the inquiry—initiated following a 2023 CID report—found no evidence to support allegations that the officer had misused his position to assist individuals linked to militancy. The case stemmed from FIR No. 149/2023, registered at Police Station Nowgam under the Prevention of Corruption Act and IPC, leading to Mushtaq’s arrest and subsequent suspension on September 21, 2023.
A departmental inquiry was later ordered in December 2024, with DIG Crime Abdul Qayoom appointed as the Inquiry Officer. After reviewing the evidence, the Inquiry Officer concluded that the charges were unsubstantiated. The CID also confirmed that neither the criminal probe nor the departmental inquiry could establish misconduct due to insufficient evidence. Notably, the court had already discharged Mushtaq in the 2023 case on technical grounds.
Following these findings, the Competent Authority approved the inquiry report, dropped all charges, and reinstated Mushtaq with immediate effect. The order stated that the treatment of his suspension period would be determined separately.
