Kashmir Counter-Intelligence Files Charge Sheet Against Couple for Social Media Misuse and UAPA Violations

​SRINAGAR, April 1, 2026 — The Counter Intelligence Kashmir (CIK) has officially filed a charge sheet against a husband and wife from the Kulgam district for their alleged involvement in a criminal conspiracy involving the misuse of social media platforms to spread secessionist propaganda.

The investigative agency produced the challan before the Special Judge designated under the NIA Act in Srinagar, naming Dr. Umer Farooq Bhat and his wife, Shahzada Akther, both residents of Bugam, Kulgam, as the primary accused in the case.

The legal action follows an intensive investigation into FIR No. 05/2025, which includes charges under Sections 152 and 62(2) of the Bharatiya Nyaya Sanhita (BNS) and Sections 13, 38, and 39 of the Unlawful Activities (Prevention) Act (UAPA).​

According to the CIK, the case was built on credible intelligence suggesting that Shahzada Akther, in active connivance with her husband, collaborated with members of the proscribed terrorist organization ‘Dukhtaran-e-Millat.’

The duo is accused of deliberately creating and disseminating fabricated and distorted narratives regarding the situation in Kashmir.

Investigation revealed that the accused used encrypted messaging applications and various social media platforms to manipulate facts and spread misleading information designed to foster disaffection, hatred, and enmity against the Union of India.​

The agency further established that the content circulated by the couple was intended to provoke and radicalize local youth, incite violence, and create disharmony among different religious groups.

By circulating inflammatory material aimed at promoting separatist sentiments, the CIK maintains that the accused posed a serious threat to the sovereignty, integrity, and public order of the nation.

Having collected sufficient evidence to substantiate these claims, the CIK reiterated its commitment to taking strict action against any networks involved in activities that jeopardize national security and communal harmony.
