Judicial Oversight Strengthened: Jammu’s First UTRC Meet of 2026 Prioritizes Prisoner Rights and Decongesting Jails
JAMMU, JANUARY 15, 2026: In a strategic effort to streamline the justice delivery system, R. N. Watal, Chairman of the District Legal Services Authority and Principal District and Sessions Judge, Jammu, convened the inaugural Under-Trial Review Committee (UTRC) session of the year.
The meeting served as a critical intervention to evaluate the legal status of inmates and uphold the constitutional mandate of “speedy trial.”
Attended by a high-level panel including the Additional Deputy Commissioner, SSP Jammu, and top prison administrators, the committee focused on identifying individuals eligible for release under Supreme Court and NALSA protocols—specifically targeting those without legal counsel or those enduring prolonged detention.
The proceedings emphasized a shift toward data-driven judicial monitoring, with the Chairman mandating the use of consolidated datasheets and quarterly performance audits to track inmate cases in real-time. By directing the immediate filing of bail applications for eligible prisoners, the Committee signaled a proactive stance on prison reform and human rights.
Judge Watal concluded the session by urging seamless coordination between the police, prison authorities, and the legal aid defense counsel to ensure that no individual remains behind bars longer than legally necessary due to procedural delays.
