J&K Government Constitutes High-Level Committee to Frame Standard Operating Procedures for Bovine Transport

SRINAGAR, APRIL 10, 2026 — In a strategic move to regulate the movement of cattle and curb illegal trade, Jammu and Kashmir Lieutenant Governor Manoj Sinha has constituted a high-level committee to draft comprehensive Standard Operating Procedures (SOPs) for bovine transport.

According to an official order issued by the General Administration Department, the panel is tasked with examining existing legal frameworks to establish strict guidelines for transporting bovine animals both by vehicles and on foot across the Union Territory.

The committee will define mandatory documentation and verification protocols—including official permits and health certificates—that enforcement agencies must verify during transit inspections to ensure compliance with the law.

Beyond regulatory oversight, the committee is mandated to prioritize animal welfare during transit and enhance coordination between various government departments.

Officials noted that the panel will also explore technology-driven solutions to improve transparency and monitoring, aiming to eliminate illegal smuggling while facilitating the seamless movement of lawful consignments.

By integrating modern tracking and verification systems, the government seeks to create a more efficient and accountable infrastructure for bovine movement, ensuring that all activities adhere to the highest standards of transparency and humanitarian care.
